There are two perspectives on peace: a passive view and an active view.

  Passive Peace means the absence of war.

Many have claimed that an active peace is required. We can't expect true peace with a passive peace mindset where peace is an absence of war.
 

Active peace means that because the basic human needs are satisfied and justice exists, there is no war.

The UN General Assembly held in 1978 defined peace as not simply a state without war or physical violence but a state with justice. This is an active peace.

We can learn from history that true peace prevents war from occurring again. The key to maintaining the absence of war lies in the formation of a society where basic human rights, desires and justice are embodied.

One definition of the Island of World Peace is a "cultural, social and political system which includes ideas and policies that leads to the practice of an active peace, the state of being free from all elements of threat".
It is a series of processes to create, spread and build an active peace by forming an intellectual, personal and physical network among the members of its society
