There are few definitive records
on Jeju, the Island of Peace,
regarding the development of
its peace-loving culture. Some
scholars consider the very virtues
of the Tamna spirit toward peace
as its inception: this is Sammu,
the ¡°three lacks¡± of thiefs,
beggars, and gates. |

The Korea-U.S.S.R summit on
April 18, 1991, on Jeju Island,
showed that Jeju was able to
provide geopolitical assistance
in order for peace to be established
on the Korean Peninsula. This
summit led to the reorganization
of order in Northeast Asia.

At the international
meeting for the "Maintenance
of Peace for the Pacific Ocean"
held in New York on May 17, 1991,
discussions about Jeju, Island of
Peace, had been initiated by Professor
Jeong-in Moon (then at Kentucky
University and now at Yeonsei University),
Professor Seong-joon Goh and Professor
Young-chul Yang (Cheju National
University) who presented an article,
" From Island of Honeymoon
to Island of Peace".

A subdivision called
'Geopolitics and Internationalization
of Jeju: Issues and Prospects' at
a scientific meeting of first anniversary
of the Jeju International Conference
on June 30, 1991, published the
following articles which led to
serious discussions: "Geopolitical
Location of Northeast Asia and Jeju"
and "Order of Northeast Asia
and Jeju: Suggestions for the Idea
of an Island of Peace¡±.

Jeju International
Conference then offered an opportunity
to discuss "Jeju, Island of Peace"
under the big theme of "Jeju
of Peace and Prosperity" for
2 days in October 1991. Eminent experts
from the US, China, Russia and Australia
took part in lively discussions on
"Peace and Safety of Northeast
Asia", "Stark Realities
of Life, Remote Peace", and "Suggestions
for the Island of Peace".

There are five
aspects of peace: firstly, demilitarization
of the Korean Peninsula; secondly,
centralization of peace and order;
thirdly, making Jeju a center which
mediates and solves conflicts and
arguments, researches peace, and is
a center of education; fourthly, Jeju
citizens who are active and make a
grassroots effort to realize the Island
of Peace; and finally, a balanced
and decentralized place for the independent
development of peace, which is the
actualization of the concept of peace.

Stemming from
a presidential election pledge,
the East Asia Research Center
of Cheju National University
opened a seminar to discuss
practical strategies regarding
the matter of designating
and declaring Jeju as an Island
of Peace on February 27, 1998.

There
were articles and presentations
including the "International
political background and building
strategy of Jeju, Island of
Peace", and "Model
selection for announcement of
Island of Peace and legal and
institutional reviews".
At this seminar, experts in
various fields held discussions.. |

As the ideas of the
Island of Peace snowballed and began
to push the Government to support
its plans, the articles of the "Designation
of Jeju as Island of World Peace
(Chapter 9)¡± was added to "The
Jeju Development Special Act"
amended in 1999.

There were three
articles related to the designation
of Jeju, Island of World Peace. First,
"the Nation might designate Jeju
as an Island of World Peace in order
to contribute to world peace and to
establish stability and peace on the
Korean Peninsula" (Article 52.1).
Second, "the Nation and local
government might undertake works such
as attracting international peace
and cooperation organizations and
hosting meetings which they need to
perform the functions and roles as
the Island of World Peace."(Article
52.2). Finally, "the Nation shall
support it administratively and financially
to carry out Article 52.2."(Article
53.3)

The Promotion Committee
for Jeju Island of Peace is both
a public and private organization
whose mandate is to enable Jeju
to contribute to the peace of the
Korean Peninsula and the world through
the development into an Island of
Peace.

The first International
Peace Forum held in June 2000 on
the first anniversary of the 6.15
Declaration proves that Jeju is
an important venue for the discussion
of peace and reconciliation for
the Korean Peninsula.

The Peace Semi
Forum was held in June 2002 and the
2nd Jeju Peace Forum was held in October
2003. |

The Jeju International
Peace Center is under construction
and is scheduled to be completed
by the end of 2005. The center
will be promoted as a tourism
facility as well as a place
to display artifacts related
to the peace spirit of Jeju,
the history of South-North
Korean peace exchanges, and
the international peace summits
held in Jeju. Wax figures
of influential world leaders
will be displayed and used
for peace education.
