Connecting to China and Japan, it has a possibility to play a role of extending to Pacific Ocean and India Ocean. ㅇ Although Jeju was described as an isolated region due to the land oriented policy of Chosun Dynasty, since the liberation in 1945, for the close connection between Japan and US., it has had a significant role

for interchange cooperation and inquired into international free harbor. Even during the age of cold war, Jeju aimed at peace as the place of international free interchange cooperation.
ㅇ	Due to the designation of Jeju International Free City Special Act, Jeju is required a new role to fulfill the task of peace, given that it is for prosperity of Korean peninsula and Northeast Asia.

Since cold war terminated, as economical cooperation between Northeast Asia and nations is extended, interchange cooperation and mutual dependency between local governments has been increasingly emphasized. For the geographical advantage, it was possible for Jeju to play a leading role for economical cooperation and security cooperation of Northeast Asia. The vision of possibility was actualized into designation as Island of Peace. The roles of Island of Peace as the place of economic and academic exchanges and collaboration of Northeast Asia, as a center of dispute solution, as the place of summit, and as a place of peace education, where world people visit for sightseeing and experience peace-freedom-human rights-compatibility of Jeju Island, are significant

Designation as Island of World Peace is able to rule out the tension of neighboring countries. From surrounded circumstances, particularly, nuclear weapon issue of North Korea, Jeju should make it the center of international meeting, studies, and education on world peace in Northeast Asia region.

Island of World Peace is meaningful of the fact that Jeju extends and develop the experience of summit meetings of Northeast Asis peace. Conclusive outset which Jeju Island as Island of Peace is highlighted was the peace summit between President Taewoo Roh and Former Soviet Union Gorvachov. Subsequently, visits of Jiang Zemin, China's president in 1995, US president Clinton in 1996 and Japanese Prime Minister Obuchi Keizo in 1999, caused Jeju to be worldwide known as the place for discussion on peace. What the government legislated Jeju Development Special Act which says that Jeju might be designated as Island of World Peace... In spite of the short term, the visits of foreign leaders from the 4 strong countries such as US., Japan, China and former Soviet Union, made Jeju much known to at least Asia region. Korea-Japan summit meeting held in Jul. 21-22, 2004, between President Roh, Moohyun and Japanese Prime Minister Koizmi, was climax of those visits.
